iRAM Login Issue

This is related to PMR# 72745,49R,000.
We have seen a problems with few of the users who try to login iRAM the first time after their ID with IBM has changed, say - the employees who due to certain situation get their details changed such as employees returning to organization after resigning or contractual employees getting permanent, or employees' employee id getting changed, etc. The problem is, iRAM does not allow them to register with iRAM and shows them error like....
The login id of user Gopala xxxxxx (userid xxxxxxxx) cannot be updated to because there is a conflict with a user (named Gopala Katragadda) that is no longer valid. This existing user is no longer in the registry. Either these are actually the same user but the userid had been changed from G40xxxxxx to 01xxxxx, or the new user is using the same login id ( as the older user. The conflicting user's database id is xxxxxxxx. Please contact your administrator with all of the above information so that this can be fixed.

We work with iRAM Production DBA and for all these userid related issues we follow three steps :-
1. We get the details of the user after he/she logs the ticket with us and provide us the error message or error screen shot. We get the database id from the user's error message.
2. We query the database for that database id and cross validate the error message with the database details.
3. For wrong records we create an update query to update the database.
