[wi 89019] Using asterisk to do wildcard search for users and user groups

When trying to add user groups or reviewers in RAM, if you just enter an ?*' it does not work.
Also it does not work either if you add '*' to the end or start of a search keyword to narrow down the search scope. It looks like you have to enter some actual names.

Currently the asterisk is not support when search for users or user groups in RAM.
Customer wants to implement this in future release because it is helpful when users can not remember the name of user or user group.

    On the same Add Reviewer search dialog, users have found the hint message is not correct when hover the mouse to the search text box. It says "Type text and click Enter to search for a user", actually there is no Enter button, the button name is "Search" in this dialog. So client hopes to change the message to "Type text and click Search to search for a user". Please refer to attached screenshot for details. Thanks.

    This RFE is raised by Telstra and customer wants to realize this function to enable using '*' when search for user or user groups which is not available in current product design.
