Inconsistent security in relation to user groups display

Telstra is using RAM7.5.1.1 and there are 40+ user groups in customer's environment. However, on the page [Communities] > [Any Community with user groups] > [Configuration], only 20 user groups are displayed in the list no matter if using an admin or normal user. Customer thinks this is not consistent because it should either allow users to see all or none.

From RAM dev team's opinion, there is a limit of 20 user groups that can be shown on one page based on current RAM design, this is due to performance reasons to allow the page to show information quickly.

Therefore Telstra wants to raise this RFE to add a pager to the list to page through 20 entries at a time. In this way it will display all the user groups.
