RSM/RSA should not take a license as soon as Eclipse starts

Skatteverket suggests that the RSA tool extends with two new features/functions to meet our needs.
1- We suggest adding an on/off button where the user can decide when he/she needs to use the modelling tool (i.e. requesting a licence from the server). This must work without restarting eclipse. The default action must be configurable, i.e. when you start eclipse it should be ?off? or ?on?.
2- The second function is a supplement to the first function and that is a ?timer" that checks if the user has been idle for more than one hour (for example), in that case RSA shall release the licence back to the server.
The property for setting the "idle time" should be configurable by the system administrator.

We would like to know if these functions are applicable. If that is the case how long does it take to introduce the new features/functions.
