RSART- Refactoring Issues

Need to clean after refactoring otherwise strange compile errors - The
tool doesn't seem to handle dependencies correctly during refactoring.
For example try moving an Enum sitting external to a class into a Class
and then build. You will see errors for a .o file that might not have
anything to do with the enum. To get rid of the errors you need to
clean and build again.

Generation should flush stale .d/.dep files so you don't have to build
clean, or should invoke the clean for you.

IBM Development states this behavior works as designed, and to open an RFE instead of the PMR we had opened.

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. Since the creation time of this ideas the product has evolved and your input may have been incorporated into newer releases.
