Problem title
RSART- refactoring IDL components doesn't auto update IDL tc's
.
Problem description
you have to manually go into the source of the TC and repoint it at the
model path.

you get a pop up on opening the .tc that asks if you want to keep or
loose the path info, no answer helps. And there is no yes/no to/all
rememeber option. Painful to refactor and open/all .tcs to fixup.

Development has asked the following

"Refactoring(For instance "moving") the components within the same model
makes the tc file updated. But, when moving(refactoring) the components
to a different model is not updating the tc. Please clarify that this is
the issue."

We responded:
The engineer clarified that in this case, refactoring means controlling
the top level component as a fragment.
