Rose-RT/RSA-RTE Target-RTS: import: make distinction between badClass and notEnoughFreePorts

Currenty the RTS reports the error "Not a compatible subclass." when
trying to import a capsule of which the replication factor of one of
its ports is full. This is a very misleading error which puts you on
the wrong track when you want to solve this. So report a sensible error
like "Not enough free ports". Note that the RTActorRef\import.cc file
already treats this as another error case (so it has the information),
but it reports the same error.

Changes required:
1. Add error to the enum in RTController.h
2. Add the same error to strerror.cc
3. Report this error in import.cc line 101.

We checked both the Rose-RT and RSA-RTE TargetRTS and they both behave the same.

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion.

    This idea is either outdated or has been implemented in one of the versions. Please check with latest version (V 12.0 at the time of writing)
