Best practices for NTP service in OpenShift

The NTP service configuration performed by the OpenShift installation using the Cloud Pak System accelerator should apply a best practice to keep the clocks on the nodes in sync. The default configuration of the NTP service increases the risk of clock desynchronization causing instability in services such as OpenShift Container Storage (ceph) and the CP4I Foundational Services (zen-metastore-db). This could be improved by implementing a custom NTP configuration with 1 local service and 3 regional services as indicated by best practice.
