Support AWSSecretsManagerPostgreSQLDriver on WebSphere Liberty for AWS - EKS deployments

Deployment of an application on Websphere Liberty that uses AWS Secret Manager for password rotation.

The IBM ODM team (Russell Scher) worked on this request and received some feedback from Fred Rowe in relation to the issue.

    WebSphere Liberty supports the use of JDBC Drivers including the AWSSecretsManagerPostgreSQLDriver. The driver in question does not support XA transactions so support for XA would not be possible, without an enhancement to the driver which the driver vendor would be responsible for providing. It has not been possible for the Liberty team to investigate any problems that may have been seen by the raiser using the driver that resulted in this Ah Idea as we do not have access to any diagnostic material that led to this being raised.
