Java SPI to determine if a server running in another JVM is running

We have a GUI that display various flavors of application servers installed on our system.  The includes traditional websphere, standalone liberty servers, integrated servers (based on liberty).  There could be dozens on the system.  My focus is on Liberty server.  Why is there no SPI one can use to determine whether a liberty server is running or in a stopped state? Currently we have to determine status of a Liberty server via the shell script, which invariably kicks off a process and then another process for the JVM to determine status.  When you have dozens of liberty server on a system, this brings our GUI to its knees with regards to responsiveness.

And I understand there is the shell script option of bin/server status:fast, but this still requires the kicking off of a process. 

The SPI would run in JVM that is running Liberty, in another process.  As far as I can tell, all you need user dir, server, and maybe product install.
