IBM WebSphere Liberty Workload Identity

Request summary

Enhance the existing jwtBuilder component (and the associated com.ibm.websphere.security.jwt.JwtBuilder API) to support secure, programmatic issuance of application-identity JWT tokens. These tokens represent the calling Liberty application itself (machine-to-machine identity) rather than (or in addition to) hold only user defined claims. A claim beyond the developer's control must be added to the token for sufficient identity attestation.

Furthermore, enhance the existing jwtBuilder component so that it rotates its key pair periodically, exposing an overlapping set of public keys in a host-only JWKS endpoint.
