We’ve been reviewing the LDAP paging issue and wanted to share a quick update based on our internal testing.
It appears that the issue may be due to a mismatch between the WebSphere
searchPageSizeand your LDAP server’sMaxPageSize. When the WIM configuration requests more entries than the LDAP server allows, the results get capped.To help resolve this, we recommend trying the following:
After running the command, please restart the WebSphere server and retry the user search in the console.
Additionally, if possible, please share your custom LDAP policy and wimconfig.xml files. This would help us validate the configuration and provide more targeted guidance.

This has nothing to do with netcool, just with WebSphere connector. It doesn't support custom options like ldapsearch option -E pr=900/noprompt.
This allow to go over server limit and synchonizes users in batches of 900 users at once until it's done.
