App expanded folder auto cleanup

When applications deployed to a Liberty server are expanded, e.g.

<applicationManager autoExpand="true"/>

the expanded war and ear files are not deleted when the corresponding application is stopped and removed from the Liberty server.
An expanded war folder seems to be deleted only when the war file is being replaced. 

To avoid having to manually delete unused expanded war and ear folders, but also avoid confusion, it would be nice to have an automated clean up processing which would be triggered when appropriate.

    Customers can have their CI/CD pipeline deploy applications pre-expanded. This will be faster for startup after a deploy, especially for larger applications, but it also means that their uninstall deletes the folder and the app is gone with nothing cluttering up the file system.
