Commercially Support WebSphere Liberty and Open Liberty on Azure Container Apps

See this idea on ideas.ibm.com

WebSphere Liberty and Open Liberty are currently not commercially supported on Azure Container Apps. This is due to license validation challenges. This has proven to be a blocker for a number of IBM and Microsoft customers including Legal & General, a large port authority in the southern US as well as a large healthcare provider in the southern US. Such support should be possible in a similar way that WebSphere Liberty and Open Liberty are supported on Azure Kubernetes Service and Azure Red Hat OpenShift. Not having this in place risks revenue loss for customers determined to use Azure Container Apps.
