For Liberty managed instances of the JAX-WS client, you can configure the ssl-ref with configuration below

Then you can obtain a managed instance of your Service via the @WebServiceRef or through JNDI look up, then create the javax.xml.ws.Dispatch client from the managed Service.
IBM Business Automation Workflow(BAW) in IBM CloudPak for Automation(ICP4A) uses JAX-WS dynamic API(javax.xml.ws.Provider and javax.xml.ws.Dispatch) to create dynamic web service provider or web service client, this provides more flexibility in some scenairos.
One BAW customer is planning to move from tWAS to BAW container. They hope SSL can be configured on outbound dynamic web service. But the dynamic web service is implemented by unmanaged instance of the JAX-WS client, for unmanaged client, you can only use the default ssl configuration.
We want to set the non-default SSL configuration ID to the dynamic unmanaged dispatch. So, we want a property in request context or a parameter in creating service or dispatch to assign the ssl configuration id to be used.

The requirement does have merit, but looking at it with respect to our total backlog of requests we do not see sufficient interest in this enhancement to merit delivery any time in the foreseeable future. Given the unlikelihood that we would deliver this, we are declining the request rather than leaving it in an uncommitted state for an extended period of time.
