Allow multiple EFK deployments on OCP 4.x

In Openshift 4.x, the cluster logging feature brings an EFK deployment to Openshift using an Elasticsearch operator and a cluster logging operator. Unlike in 3.11 where the user has the liberty to deploy multiple EFK instances or to deploy a dedicated ops EFK stack for operations logs, it seems not possible to have more than one EFK stack with the new operator model.

Having the option to deploy multiple EFK instances would allow for better scalability (so I can support a larger number of containers in my OCP cluster) and better data isolation (so people don't have to share the same EFK deployment across different teams)
