Provide ability to send logs from servers outside of OCP to EFK stack running in OCP (OCP 4.1 and 4.2)

This is useful for ops modernization journey. Apps that have not yet been containerized (or that never will be containerized) can still forward their logs to an EFK stack running in OCP. These logs can then be viewed alongside logs from servers running in the OCP cluster. This would be particularly helpful for apps running in VMs that are being gradually broken into microservices -- giving a view of logs from both the monolith (running in a VM) and the microservices running on OCP.

There is a capability for this using the mux service in OCP 3.11 but it has been removed after OCP 3.11.

    Will not implement, this is an OCP requirement.
