Allow for notification when draft process is put up for promotion

Currently when using draft processes that require approval before becoming promoted, there is little indication that an individual has placed said draft process up for promotion. Right now that promotion is only visible if a person with the appropriate authority opens the Work Items tab in the tool, which can lead to promotion requests being left waiting for long periods of time.

If a notification could be sent out to a specific group in DevOps Deploy, specified in a similar manner to 'Require Manual Approvals' for an environment, then it would allow for quick responses from those who have the authority to approve promotions. A notification could be for example an email to users within the specified group.
