Delete unused tags

The documentation says that you can't ever delete a tag.  Of course this makes sense to not allow a tag to be deleted while still assigned to an agent, app etc. But that they live forever means that the list could be long if we don't implement some governance. We already have about 8 tags that aren't needed and aren't associated with any agents that aren't already retired.  We would like to do cleanup.
