RIT/RTVS needs to adopt new version of Oracle JDBC driver ojdbc17 instead of current ojdbc8

For the use case of using Oracle database as a results database of RIT/RTVS 11.0.x, when applying SSL JDBC connection instead of plain TCP, below error occurred.

SEVERE: Failed to insert BLOB.
java.io.IOException: ORA-12582: TNS:invalid operation

Oracle JDBC driver ojdbc8 has been found to relate with the error. So, RIT/RTVS needs to adopt ojdbc17 which is better working with Java17 and fixed the error.

By the way, RIT/RIT Agent 11.0.x bundles with ojdbc8.jar which contributes the error, RTCP bundles with ojdbc10.jar which has fixed the error. However, better to bring them in a same line.
