Expose Deployment genie for API use

We have a significant percentage of our dev teams that use Azure pipelines to launch a DevOps Deploy job, so they never login to the deploy console. We want to let those jobs get the benefit of Genie. If Genie was exposed via API we could add something to the pipeline that would make the call out to Genie on deployment failure and gets the response.

We are creating a discussion topic for this so our development team will review this in our back2design session coming up on Thursday. Moving this to the 'Under review' state.
