Enable Upgrade Path from Active Directory to OKTA Authentication

This request is to create an upgrade path from AD to OKTA Authentication for DevOps Deploy.  This is a requirement from Travelers Security and will improve both security and quality of life for our users, as they are currently inputting 15 character passwords to login.  

- Users should be able to use existing IDs, as reprovisioning them would be a large hardship.

- Process should allow users to maintain current level of access.

    This idea is in development and is targeted for our 8.2.1 release in March of 2026.
