Enable native support for archiving to Amazon S3 in IBM DevOps Deploy

Currently, IBM does not support archiving to Amazon S3, which limits our ability to automate and optimize our storage workflows in cloud-native environments. Adding S3 archiving support would benefit DevOps, infrastructure, and compliance teams who rely on scalable and cost-effective object storage for backups, logs, and long-term retention of artifacts.
This functionality should allow users to define S3 buckets as archive targets, automatically move data to S3 based on configurable policies (such as versioning, age, or triggers), and verify the successful transfer. Ideally, integration should support major S3-compatible providers and standard authentication mechanisms (IAM roles, access keys, etc.).
