Add branch control capabilities to ClearTeam Explorer Version Tree.

On UNIX/Linux, the native Motif based Version Tree browser had the capabilities to create/remove branch types, as well as, the ability to attach and remove branch instances. Base ClearCase users found this to be useful where they wanted to create branches at specific points within an element's version tree, without having to get involved in the command line syntax. Moving to ClearTeam Explorer, users have found that branch controls do not exist within the Version Tree and would like to see these features added.
