ClearCase should self manage almd lock manager parameters on Unix

This is currently accomplished by changing settings in
/opt/rational/clearcase/config/vob/db/vob_almd_params.
It contains one line of the following format:
–u num –q num

Currently if these parameters do not meet the VOB requirements the VOB server will go down and create a SEV-1 situation where immediate manual intervention is required by a ClearCase Admin.

With modern hardware these are obsolete. ClearCase as itself should manage these parameters. if ClearCase hits a situation that needs to have an adjustment to these parameters it should set them automatically and not require Admins to manually correct them.

There is no magic formula to determine what these parameters should be.
With many VOB servers and thousands of VOBs the manual setting of these parameters is a large sink of CC Admin resources. It is also only a best guess at what to set them to.
