import license keys on windows

Customer requested if an enhancement could be made when importing license keys to find out who imported the keys. Like a user id or something. They had a problem recently that the license file changed. They know from the modified date when it was done but don't know who. They say only 2 users have access to the server. one of them was out of office. The other states that they didn't make any changes. Import or change the license file. So would like to see if a log can be captured when this is done. I know that if during the import process they select Yes to restart the service the lmgrd.log file will reflect it but it won't show a user id or anything like that.
