clearfsimport should support synchronous request for mastership

clearfsimport should have the command line option -srfm (like mkelem has), with the following functionality:
- if mastership is not locally available for a checkout, request it like in "cleartool co -srfm"
- skip the element and raise an error if mastership cannot be transferred
- upon success, continue processing this and other elements
- only at the end of the clearfsimport run, start the checkins (first checkout first checkin)
Rationale: to checkin, the mastership change has to be imported; this may take some time. Ideally, clearfsimport would poll the actual status for a configurable time, and then perform the checkins (like done in the Cadence/ClearCase integration).

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The offering team has carefully reviewed this idea and has decided that it does not fit into our current plans, or the idea has aged or has been implemented, so the idea will be closed.
