ClearCase CMI integrations should allow setting tasks in the GUIs

The Change Managment Interface (CMI) based integrations have replaced some of the older integration methods with an arguably less usable integration. 

Feature shorrtcomings include:

1. In the old base ClearCase/Clearquest integration, the user can be presented with a list of their defects on checkout/checkin . There is no equialent to this functionality in CMI

2. NO GUI for Base CC views provides the equivalent of a cleartool settask -find. 

3. There appears to be no mechanism in the GUI's to set a task on checkin/out. THis forces users to use the CLI chtask command, which does not appear to validate the task association, 

4. In the UCM integration, there is no way to specify a "task" for an activity, requiring a mkact/setact trigger to perform the association after the fact.

5. There appears to be no way to select a task and have an underlying UCM activity created.
