ClearCase "Notify" program should support secure mail relays

The current "notify" program shipped with ClearCase on Windows will only connect to an "open" mailrelay over plaintext SMTP. An open mail relay can be leveraged by malicious actors to send spam, possibly magnifying the impact of a network breach if the internal mail relay is used to send spam mail or "legitimate-appearing" mail to spread the breach. 

The "Notify" program needs to support secure mail relays, ideally authenticated SMTP over TLS. This support should be present on both Unix and Windows.
