Ability to share pre-filled Templates with users

•Currently in ClearQuest, pre- filled templates can only be saved by user individually. We need capability where a user can share pre-filled template with other users. Users then should be able to save it in their personal workspace to be used when needed
•Admins should be able create pre-filled templates as default for all users and save public workspace, so it is accessible to all users

    Here is a summary of the requirements as discussed with the submitter.
    The feature shall include ...

    1. The ability for any user to share a template with any other user.

    2. The ability for a project lead to share templates within the project team. This is probably the primary use case.

    3. The ability for an admin to share templates with all users. This is somewhat less important than the other cases, since templates are primarily associated with a project and an admin should not be involved with specific project administration tasks.
