Add timezone to standard date fields in record forms

It's currently possible to set the CQWeb client Result set date format to Long, which includes the timezone.
This is ok for Listview fields, but this does not impact standard date fields on record forms.
As a result it's impossible to have standard date fields on record forms display the timezone, even if they are configured with long date format in the Designer.

Please note that showing the timezone is not a cosmetic requirement, but a quality/regulatory requirement and compliance is being forced across applications in most departments within our company.

This is a serious issue as non-compliance with this requirement will result is a ban on the usage of ClearQuest by our users.

Having our users solely rely on the resultset timezone formatting is not a workaround, as our users and auditors are forced to rely on the record forms by means of screenshots for quality evidence purposes.

    A preliminary evaluation of this request indicates that it is consistent with our business strategy. Further evaluation of this RFE is underway.
