Avoid left checkouts due to delayed request for mastership

symptom: after checkign in new cell(view), parent directory (library, cell) remains checked out. This can happen if mastership was originally at remote site and requested masterhip didnt arrive within timeout perios.
Workaround is already provided via workarea manager but it requires additional user knowledge and effort.
Requirement: in case of left checked-out directory:
--pop-up to user ci is not completed due to delay, remedy will be executed in background, do not close virtuoso
--ci spawn a process, which will regularly check on arrived masterhip, execute check in and inform user
pop-up need to have check-box: do not show this message again, valid for current session only
