Remove Submit button for non-authorized users

In the current scenario, even if a user who doesn't have submit privileges is able to see the "Submit" button. This is causes confusion and isn't a good user experience. Button should be visible only if the user has the rights to do so.

Sort the ClearQuest "Edit Named List" dialog of dynamic lists

In the ClearQuest web interface (9.0.1.4) you can click on "Edit Named List" to get the list of dynamic lists to update. The list is not sorted.
